A message for V-Spurs Board of Directors about the new dailytime points and year end points restructuring.

Dear V-Spurs Members,

A restructuring of how year-end and daytime points will be accumulated has been changed.  This is a change to the V-Spurs Bylaws.  The revised Bylaw dealing with points is as such:

   All new horse and rider combination's must qualify or have current pink sheets from another district to establish qualification.  You may not sign up in a division below that in which you were qualified in the previous season.  You may not sign up in a division above or below that in which you are qualified.  You accumulate points in the division you signed up in and also accumulate points in divisions higher than that in which you signed up, based upon your times.  There will be no points accumulated for times below your signed up division.  Points awarded to you in a higher division will only be counted to awards in that higher division.  (I.E.  Division A earned points will count towards division A awards, division AA earned points will count towards division AA awards, and so on, for all divisions.)

The long and short of this is, we feel that the new points system will better promote consistent riders and not penalize riders that improve during the season and bump into a new division, because the rider will already have been accumulating points in that division. For day high/reserve high point champions and year end point placings - you will get your award in the division you have accumulated the most points in.

        For example:   An FC rider may gain points in FC, A, AA, ect.  Let's say at the end of a day show this rider has High Point in FC with 45 point and Reserve in A with 39 points.  This rider will take the FC High Point (most of rider's points are in FC division) and Reserve A will go the the rider with the next highest points in A.  And when this FC rider bumps into A, they will already have points in that division and be placed in ranking consistent with their points.  (The old system would have this rider bump into 4th place and so many points behind 3rd.)

The new points system will go into effect immediately and be used retroactively only to tally points towards year end awards.  The single day show points will not be affected and placings already given for that show will remain as is.

Also please note V-Spurs Bylaws in regards to division splits and how day award points vs year end award points are calculated.

       
Division split for 2011-2012 year. There will be no pony division unless there be 7 or more ponies. Day awards will be split in to age brackets 15/under and 16/over if there are 14 or more people in a division. Points for year end will be calculated as combined in one age bracket per division until the end of the year, if at the end of the year there are 14 or more people in the division then the class will be split into 15/under and 16/over.   

This has been done because V-Spurs feels everyone deserves day awards. If there are more than 14 people in a division too many riders would get no awards for the days show and that is not what V-Spurs is about. Year end is combined until the end of the year because throughout the year so many riders improve changing divisions. Divisions that started the year with more than 14 people and qualified to be split no longer have that many people, and divisions that didn't start the year split now have enough to be split.
 
So your day award pink sheets will not match up with what's posted for year end points. A new section has been made for everyone one to see what points and placing they have acquired when division age brackets are combined for year end points.

California wants to legislate a 9% tax on all veterinary services, including meds.  This is counterproductive at a time when so much is being done to heighten awareness regarding caring for animals. It also will be an additional hardship on animal owners financially stressed in this economy.

Veterinarians, whose training and licensing is as rigorous as that of MDs, will now have their practice taxed as though they were dispensing canned goods.  Since the cost of surgeries (including neutering & spaying) is already high, an additional 9% fee will discourage or prevent many from giving their pet needed care.
 
Please call the Governor's office and help make it known that balancing the budget at the expense of pet care is not acceptable!
